●Lecture Outline: “Is the EU a New Actor in Security? — The Possibilities and Limits of European Integration in the Field of Security”
Against the backdrop of growing instability in the international situation, the EU has issued a series of policy documents aimed at strengthening European security and has adopted legislation in this area. Can these developments be seen as evidence that the EU, which has traditionally advanced integration in low-politics areas, is expanding its role into the field of security? Even if recent developments in the EU are understood in this way, can the EU truly assume a role in providing security? To explore these questions, this lecture will first provide an overview of the EU’s basic institutional and legal framework and then examine recent developments in EU legislation.
